A concretização da perspectiva horizontal do princípio da subsidiariedade a partir da análise da política pública do Programa Habitacional Residencial Viver Bem de Santa Cruz do Sul : limites e possibilidades.

Abstract

Dealing with the implementation of public housing policies reveals a scenario of practical deficiencies, whether due to mismanagement or due to third parties involved in the process. The most severe is observed in the post-execution phase, when individuals from different socioeconomic and cultural backgrounds begin to live in a new environment with other equally distinct individuals. The results are artificial communities fertile in conflict. A response to this situation lies in the horizontal perspective of the principle of subsidiarity, proposing a new and qualified relationship between the individuals of a society, and between them and the State, making citizens the protagonist of decision-making processes in a more qualified and committed local community management With the results, realizing fundamental rights. Thus, local conflicts would be resolved by the community itself, strengthening the spirit of solidarity and empathy among individuals. For this introductory scenario, the dissertation aims to verify the limits and possibilities of the realization of the subsidiary perspective of management in public housing policy Residencial Viver Bem, seeking the materialization of this principle in an artificial social context. The research problem will permeate two questions: was the conduct of the housing program adequate to achieve the horizontal perspective of the subsidiarity principle? And yet: what are the limits and possibilities for the implementation of this management model based on its analysis? There will be three possibilities for response, being: a) Positive, verifying the implementation of horizontal subsidiarity; B) Intermediary, with only some of its assumptions being verified, either deficiently or incompletely; And c) Negative, not being verified any of its assumptions. With the creation of the NGO Volunteers of Peace, the success of the training offered by Social Technical Work is glimpsed, while the difficulties of dialogues between the municipality, the funding agency and the community show an intermediate effect of horizontal subsidiarity. The work is in line with the research line of Public Policies and Social Inclusion, based on the Santa-Cruzan housing policy and its social implications. Moreover, it is linked to the line of research Local Space and Social Inclusion for the relation with the local space, as a social nucleus where individuals live and exercise their citizenship, and between society and State in a subsidiary perspective. The research methodology used will be the deductive, by bibliographical researches, and the case study, by the reports of the Social Technical Work carried out with the contemplated families.
