A participação do movimento de mulheres na formação da agenda governamental : um estudo sobre o processo de criação da Secretaria de Política para as Mulheres - SPM/RS.

Abstract

This dissertation sought to follow the trajectory traversed in the Rio Grande do Sul by multi-entrants of the women's movements, but the paths covered by these acts the arena of the campaign of the candidate Tarso Genro (TG) to the government of the state, in the years of 2009/2010. In order to contextualize the theme, we investigate the changes that have occurred in the relations between the State and civil society, also on the women's movement and the formation of the agenda in public policies. In investigating conjunctural aspects prior to the formation of agenda setting, we opted for qualitative research. Fifteen interviews were conducted with the other members of the Campaign Coordination of the Tarso Genro candidate and twelve interviews with women members of the women's movements. We also sought to investigate the perception of the interviewees and interviewed on the paths taken by the women's movements in the formation of the public agenda through two categories the perception of women's movements on the processes of institutionalization and the perception of the public problem and the relations between State and movements of women. Subsequently, the analysis focused on the approximation of women's movements from the governmental agenda of the campaign to the RS government, the opening period of Policy Windows, through two categories of analysis: organization of women's movements and political conjuncture that preceded institutionalization of the SPM/RS. It was noticed that the members of the women's movements experimented the setbacks promoted by a descending process in the implementation of public policies of women at the state level mainly in the Rigotto and Yeda governments. However, the electoral dynamics of 2009/2010, with the opening of the window of opportunity, enabled women linked to women's movements to be the main agenda of the women's movement on the governmental agenda of Tarso Genro: the implementation of the first state secretariat of RS women (SPM/RS). In this way, the participation of the women's movement was fundamental for the women's agenda to be incorporated into the agenda of the government agenda. Demonstrating the qualifying role of these in the sphere of population policies.
