Título: A avaliação do governo eletrônico na esfera municipal : um estudo em municípios do estado do Rio Grande do Sul/Brasil.

Resumo: Esta tese analisa como vem ocorrendo a implementação do e-government nos municípios do estado do Rio Grande do Sul/Brasil a partir do início desse século. Em um primeiro momento, a pesquisa identifica o grau de maturidade alcançado pelo e-government em municípios do estado e, posteriormente, analisa as correlações existentes entre as variáveis de ordem política, tecnológica e social desses municípios e o seu estágio de desenvolvimento do e-government. Adotou-se, como referência do estudo, o modelo de maturidade utilizado pela ONU para a composição do E-Government Development Index (EGDI), o qual foi adaptado para a realização da pesquisa em nível municipal. A partir da utilização do software estatístico SPSS, identificou-se as correlações existentes entre as variáveis das dimensões analisadas e os estágios de maturidade de e-government. Utilizou-se o teste da variância (ANOVA), com post hoc Tukey e nível de significância de p 0,05. Os resultados da pesquisa demonstraram que os municípios estudados estão preponderantemente utilizando o e-government como meio de comunicação e informação e não como forma de prestação de serviços e/ou de interação com os cidadãos. Nesse sentido, a investigação apontou que ainda há uma oferta reduzida de serviços disponibilizados de forma on-line aos cidadãos, impedindo que esses se beneficiem dos recursos da internet para acessar os serviços públicos e participar mais ativamente do planejamento e da gestão municipal. Identificamos, na revisão bibliográfica, que os governos municipais têm enfrentado muitas dificuldades com relação à implementação do e-government, em função das expectativas elevadas da população, da falta de recursos e de pessoal capacitado, da desconfiança dos cidadãos quanto à segurança e à privacidade das operações e do analfabetismo e exclusão digital. As análises dos resultados revelaram que o e-government tem evoluído gradualmente nos municípios do estado do Rio Grande do Sul para uma presença mais transacional e integrada, seguindo o exemplo trilhado anteriormente pelo Governo Federal e pelos governos estaduais em relação ao uso das tecnologias e à busca de uma maior sofisticação organizacional. Entretanto, em nível das gestões municipais, o e-government ainda não avançou a ponto de possibilitar a participação dos cidadãos nos processos de planejamento e de deliberação das prioridades públicas.
Resumo em outro idioma: This thesis analyzes how the implementation of e-government has been occurring in the municipalities of the state of Rio Grande do Sul / Brazil since its inception. At first, the research identifies the degree of maturity reached by e-government in municipalities of the state and, later, analyzes the existing correlations between the political, technological and social variables of these municipalities and their stage of development of e-government. As a reference to the study, the maturity model used by the UN for the composition of the E-Government Development Index (EGDI) was adopted, which was adapted for conducting research at the municipal level. From the use of SPSS statistical software, we identified the correlations between the variables of the analyzed dimensions and the maturity stages of e-government. The variance test (ANOVA) was used, with Tukey post hoc and a significance level of p  0,05. The research results showed that the municipalities studied are predominantly using e-government as a means of communication and information and not as a form of service provision and / or interaction with citizens. In this sense, the research pointed out that there is still a reduced supply of services available online to citizens, preventing them from benefiting from the resources of the Internet to access public services and participate more actively in municipal planning and management. We have identified in the bibliographic review that municipal governments have faced many difficulties regarding the implementation of e-government, due to the high expectations of the population, lack of resources and trained personnel, distrust of citizens about security and privacy operations and illiteracy and digital exclusion. The analysis of the results revealed that e-government has gradually evolved in the municipalities of the state of Rio Grande do Sul for a more transactional and integrated presence, following the example previously traced by the Federal Government and the state governments regarding the use of technologies and the organizational sophistication. However, at the level of municipal management, e-government has not yet advanced to the point where citizens can participate in the planning and deliberation of public priorities.
