dc.description.abstractThis monography seeks to understand how the Putin Government aims to insert Russia in the International System of the XXI century. In order to do that, first, it was sought to verify the contributions of the realist perspective in the Foreign Policy Analysis area, as well as identify the actual capacities and vulnerabilities of the Russian power projection and to understand the role of the military interventions in the nation’s foreign policy, between the years of 1999 and 2019. Due to its importance as an actor in the International Politics and the expansion of its presence outside its zone of influence, it is necessary to understand how the Putin Government acts. Therefore, the elaboration of a descriptive-qualitative approach was chosen, using articles and books as the main sources for its elaboration, as well as data relevant to the discussion. What became evident, based on that, was that realism and its classic concepts stand out as an important tool to understand the Putin Government’s actions. In addition to that, it was realized that the Russian economic model poses as a potential obstacle to the maintenance of the Russian international agenda, strongly based on the security sphere. The Russian military interventions abroad are essential to understand the nation’s Foreign Policy, since they were responsible for reforming the military doctrine, adapting it to the new dynamics of the XXI century. Therefore, it is clear that the military sphere, supported by the diplomatic one, and dependent on the economic one, stands out as the main tool for the Russian insertion abroad, who seeks, first, the security and survival of its own regime and, second, a evolution of its status in the International System.pt_BR

dc.description.resumoEsta monografia busca entender como o Governo Putin busca inserir a Rússia no Sistema Internacional no século XXI. Para isso, buscou-se, primeiramente, verificar as contribuições da perspectiva realista para a Análise de Política Externa, bem como identificar quais as reais capacidades e vulnerabilidades da projeção de poder da Rússia e entender o papel das intervenções militares na política externa do país, entre os anos de 1999 e 2019. Devido a sua importância como ator da Política internacional e a expansão de sua presença para fora de sua zona de influência, faz-se necessário entender como age o Governo Putin. Desta forma, optou-se pela elaboração de uma abordagem descritiva-qualitativa, utilizando-se de artigos e livros como principais fontes para sua construção, bem como dados pertinentes à discussão. O que se evidenciou, com base nisso, foi que o realismo, e seus conceitos clássicos, se destaca como importante perspectiva para entender as ações do Governo Putin. Além disso, percebeu-se que o modelo econômico russo se coloca como potencial obstáculo para a manutenção de sua agenda internacional, fortemente baseada na esfera de segurança. As intervenções militares no exterior são fundamentais para entender a política externa russa, uma vez que elas foram responsáveis por reformular a doutrina militar do país, adaptando-o para as novas dinâmicas do século XX. Sendo assim, percebe-se que a esfera militar, respaldada pela diplomática, e dependente da econômica, se destaca como principal ferramenta para a inserção russa no exterior, que busca, primeiramente, a segurança e sobrevivência de seu regime e, em um segundo momento, a evolução de seu status no Sistema Internacional.pt_BR
