Abstract

The present article analyzes the Third Sudanese Civil War (2023-24), investigating the impact of the dispute over state sovereignty between the Sudanese Armed Forces (SAF) and the Rapid Support Forces (RSF) on the actions of the international community. From a constructivist theoretical perspective, it argues that the conflict is driven by a symbolic and material competition for legitimacy and control of the state, permeated by political, economic, and identity interests. The persistence of this impasse has resulted in the failure of peace negotiations and the exhaustion of external engagement. It is concluded that the international response has been limited and fragmented, marked by a “strategic passivity” in which geopolitical interests and the selective defense of sovereignty norms prevail over effective intervention, aggravating the humanitarian crisis.
