Abstract: Climate change, although part of the Earth’s natural cycle, has been accelerated by human action since the beginning of human interventions in nature. Its effects have become increasingly evident in everyday life, manifesting themselves through extreme events. In the state of Rio Grande do Sul, these phenomena have been particularly intense, with recurrent cycles of droughts and floods that have resulted in significant economic, social, and environmental losses, especially in the years 2023 and 2024. ECLAC (the Economic Commission for Latin America and the Caribbean), originally focused on structural issues and on the center–periphery dynamic, began to incorporate environmental themes more consistently from the 2000s onward, adapting its analyses to contemporary transformations. The present study aims to analyze climate change in the state of Rio Grande do Sul in light of ECLAC’s contributions. The methodology consists of an exploratory bibliographic research, with data collection grounded in the ECLAC structuralist theoretical framework. The results indicate that the state of Rio Grande do Sul should invest in productive diversification, prioritizing the green economy sector, and undertake structural reforms in its politics, economy, and society.</description>

Abstract: This study analyzes the conduct of the Central Bank of Brazil's monetary policy during two governmental transition cycles (2018 and 2022) by analyzing the content of the Copom Minutes. The objective was to understand the monetary authority's technical discipline when facing political and fiscal risks. In 2018, the Selic rate, at 6.50% per year, was maintained due to economic slack and the prescription of expansionary policy. In 2022, the maintenance at 13.75% per year was dominated by fiscal risk and persistent inflation, which deteriorated long-term expectations. It is concluded that the Copom's technical coherence prevailed in both periods. However, the 2022 fiscal risk imposed a more severe test. The Committee used explicit communication and a strategy of persistence to defend institutional credibility, signaling prolonged high interest rates as the cost of fiscal instability to ensure price stability.</description>

Abstract: This article analyzes the relationship between personal finance and behavioral factors, investigating heuristics and biases in economic decision-making. The research is grounded in Behavioral Finance, a field that incorporates bounded rationality into the economic analysis of human behavior. The approach considers preferences and behaviors; thus, the article examines patterns such as impulsive consumption, financial procrastination, and the impact of emotional well-being on the development of healthy financial habits. The theoretical framework presents contributions from Behavioral Economics to the topic. In addition to the literature review, a mixed-method field study was conducted with 55 participants from the Vale do Rio Pardo region in Rio Grande do Sul, all with technical knowledge of the financial market, to identify practical evidence of these behaviors. The results highlight a discrepancy between declared preferences and actual behavior, revealing that although these preferences involve logical reasoning, financial behavior is permeated by psychosocial aspects linked to heuristics and behavioral biases.</description>

Abstract: There are certain interruptions that alter countries’ competitive positioning. In the context of the first global energy crisis, exacerbated by the conflict between Russia and Ukraine that began in 2022, the energy transition emerged in economic studies. Due to the research problem of how the energy security agenda enters into power dynamics in conflictual situations involving major world powers, both international and economic perspectives were analyzed. They impact the competitiveness, strategy and security of nations, in the face of the energy issue and the possession of non renewable energy sources. The theoretical framework was structured to present how energy and power connect. Realistic theory and complex interdependence theory were used to explain the concept of power in international relations. When faced with the unequal distribution of resources, states tend to specialize in the production of things that could provide advantages for them. The second section presents the distinction between comparative and competitive advantages to enable the concept of economic power. Lastly, the five economic dimensions - technological, microeconomic, environmental, macroeconomic and international political - were presented to illustrate how energy impacts economic growth. The analysis was structured as an exploratory study, based on the monographic method and the data survey was supported by secondary research sources. A struggle for energy is also a power struggle. Which is an important instrument of international politics, due to its presence across all economic dimensions. Its access impacts economic well-being, political stability, and national security, influencing the power accumulation and country growth.</description>
