Abstract

The starting point of this work stems from a profound unease regarding a reality that violates the eyes and daily lives of those in Brazilian peripheries: the growing involvement of vulnerable individuals with organized crime networks. The central objective driving this research is to uncover the invisible threads that link social, economic, and political exclusion to the process of co-opting these people. Far from seeking simple answers, the investigation aims to analyze how the absence of the State transforms into fertile ground for criminal factions to establish themselves, offering an illusory network of protection, belonging, and financial support to those whom formal society has chosen to ignore. The study is therefore justified by the urgency of considering public security beyond the armed forces and punishment, understanding the phenomenon from its structural roots. In these terms, the problem addressed in this monograph was: Is the social invisibility caused by economic and structural precariousness a factor that drives individuals to commit crimes? To give substance and depth to this reflection, a bibliographic review methodology was used, conducted under a deductive approach and an analytical-descriptive procedure. The theoretical foundation critically engages with major thinkers in critical criminology and the sociology of crime. An empirical-cultural method of qualitative analysis was also adopted, transforming the lyrics of conscious funk music by artists such as MC Kako and MC Hariel into legitimate social chronicles, using art as a living pedagogical discourse. The work demonstrates that organized crime flourishes where rights have been denied, operating through subtle tactics of psychological manipulation. It critically analyzes Law No. 12.850/2013, recognizing its technical advancement but pointing out its structural limitation: being purely repressive and reactive, it focuses on the symptom and ignores the social causes of crime. It proposes that true crime prevention depends on integrated public policies: investments in full-time education, community mental health, improvement of peripheral urban spaces, and expansion of restorative justice.
